AUSTIN, Texas — A civil rights group was not permitted to reopen discovery in its federal lawsuit against Texas, whose expert witness had tweeted in 2020 that it was “pretty easy” to use an online redistricting tool called Dave’s Redistricting App to create new Republican majority districts using the tool, including ones that are majority Latino and still Republican. Because the tweets were public, this information does not constitute “extraordinary circumstances” that warrant reopening discovery.
