BOSTON (CN) – The 1st Circuit upheld an ordinance in Concord, Mass., that bans signs displaying electronically changeable messages. The ordinance is content-neutral and narrowly tailored to serve the government’s interest in promoting traffic safety and community aesthetics, the court concluded. See ruling.
