8th Circuit

IMMIGRATION – Petitioner moved to reopen her case more than 90 days after the denial of her asylum claim, citing an academic article about the effect of torture on members of her Oromo ethnic group in Ethiopia. The 8th Circuit held that she failed to meet an exception to the 90-day deadline since her evidence did not show changed country conditions. See ruling.
