Abused and institutionalized

GREENSBORO, N.C. — A federal court in North Carolina refused to dismiss a class of parents and disabled children’s allegations of disability discrimination against the state department of health and human services. They have shown enough evidence to sustain their claims that hundreds of children with disabilities are unnecessarily institutionalized at understaffed state psychiatric wards and are subject to abuse.
