LOS ANGELES (CN) – A California appeals court blocked Los Angeles County from developing coastal land near the Santa Monica Mountains, saying the development would ruin mountain views. The ruling rejects two challenges to the California Coastal Commission ‘s authority to designate the region as an environmentally sensitive habitat area.
