ALBUQUERQUE, N.M. — A deceased person may not recover damages for pain and suffering, a federal court in New Mexico ruled, in a case against several government contractors relating to the death of an HIV-positive transgender asylum seeker. Two of the claims brought by the personal representative of Roxsana Hernandez may proceed, however, including one based on allegations that LaSalle Corrections employees refused to let Hernandez remove her shackles to use the restroom and forced her to urinate on herself while driving through California.
