BATON ROUGE, La. — The Louisiana attorney general claims in a federal complaint that Bank of America, Barclays Bank, CitiGroup, Deutsche Bank and others conspired “to fix the prices of unsecured debt issued by government sponsored entities,” including Fannie Mae, Freddie Mac and Federal Home Loan Banks.
