Following weeks of unrelenting Pacific storms, California Gov. Jerry Brown declared a state of emergency for 50 of the Golden State’s 58 counties on Monday in order to secure funding to deal with flooding, mud and rock slides, debris flows in wildfire burn scars and damage to roads and highways.
