A Spanish speaker claims Utica Police Officer Philip Dalton and other officers pepper-sprayed him, knocked him down, beat the hell out of him, spit on him and called him a “f—ing Spic” because he could not understand a request for ID, as he worked in his own garage, in Utica, N.Y., Federal Court.           Wendy’s kicked out a customer because she had a service dog, even though she showed the dog’s documentation, the woman claims in Palm Beach County Court.
