Congressional candidates

HOUSTON — An appeals court in Texas ruled the Texas Citizens Participation Act applies to a Democratic congressional candidate’s defamation suit against his opponent, Nyanza Moore, who accused him of beating his ex-wife. Candidate Derrick Reed failed to prove actual malice.
