CHICAGO (CN) – A former Chicago cop and convicted murderer cannot collect on a $6.5 million judgment against the FBI, the 7th Circuit ruled. Former cop Steve Manning was convicted of murder and sentenced to death in Illinois in 1991 and a life sentence for kidnapping in Missouri in 1992, but both convictions were overturned. In January 2005, a jury found that FBI agents Robert Buchanan and Gary Miller violated Manning’s right to a fair trial in Illinois and that Buchanan violated that right in the Missouri trial. U.S. District Judge Matthew Kennelly vacated the jury’s award in December 2006, ruling that Manning’s failure to win a lawsuit against the federal government nullified the earlier jury decision against the FBI agents. The 7th Circuit upheld Kennelly’s ruling.
