HOUSTON — An appeals court in Texas tossed the Texas Republican Party’s lawsuit seeking limitations on “drive-thru” and curbside voting in Harris County because the election is already in progress and the party waited over a month after the county clerk announced that any registered voter could participate in such voting programs.
