El Paso prevails in dispute with Texas governor over mask rules

EL PASO, Texas — A Texas appeals court upheld a ruling that found Governor Greg Abbott did not have the authority to issue an executive order limiting local governments’ ability to adopt face mask rules during the Covid-19 pandemic. El Paso’s requested injunction preventing enforcement of the order is granted; it properly showed the city is especially vulnerable to Covid-19 due to high rates of diabetes and blood pressure, which in part explains why at one point it had the highest number of Covid-19 complications deaths in Texas.
