SAN FRANCISCO (CN) – In a civil rights and civil procedure ruling from the 9th Circuit, Judge Hawkins finds that a deputy sheriff, who intending to deploy a Taser device holstered near his firearm drew his service weapon, and shot and killed a suspect handcuffed in the back of his car, should have his mistake adjudicated under a reasonableness standard.
