FDIC rules on hold

AMARILLO, Texas — A federal court in Texas granted an association of 20 banks an injunction preventing federal banking agencies from enforcing “by far the longest rulemaking” document the FDIC has ever issued: a 649-page, triple-column set of regulations that the banks say will create a $91.8 million compliance burden in the first year.
