CONTRACT – The Court of Federal Claims awarded a contractor $6 million for unpaid construction services and delay costs caused by the National Institute of Health, which issued more than 200 contract modifications and 730 extra work orders during the construction of a laboratory. Expert schedule analysis shows that the delays were caused by the institute’s alterations, and that the contractor was never paid for the increased costs.
