Pennsylvania sued the U.S. Department of Health and Human Services demanding the right to keep “overpayments” from Aid to Families With Dependent Children to redistribute the money through Temporary Assistance for Needy Families, instead of returning it to Uncle Sam, in Pittsburgh Federal Court. In a separate claim in the same court, Pennsylvania asks to keep $15 million for Medicaid family planning services, instead of returning it to HHS.
