JERSEY CITY, N.J. — Forced to undertake expensive measures to abate hurricane damage and rising sea levels, the city of Hoboken claims in New Jersey Superior Court that these costs should fall to ExxonMobil, Shell Oil, Chevron and ConocoPhillips, which misled the public for years about how the reckless production of fossil fuels drives climate change.
