SAN FRANCISCO – The Judicial Council of the 9th Circuit issued a final order on judicial misconduct complaints against the former federal judge who forwarded his friends a racist email about President Barack Obama. The order on Richard Cebull, who retiredthis year from the U.S. District Court for the District of Montana, will be made public in early September if no petition for review is filed before that date with the Judicial Conference of the U.S. Committee on Judicial Conduct and Disability.
