LOS ANGELES — The AIDS Healthcare Foundation dba Healthy Housing Foundation sued Los Angeles in Superior Court, claiming its plan to raze Parker Center, the old headquarters of the LAPD, to build an “unneeded high-rise luxury office tower” will waste more than $800 million, when the building could be converted for much-needed housing for the homeless.
