The Norfolk Southern Railway Co. seeks to overturn a 1973 order requiring a trainman to ride the car farthest from the engine during a “shove” operation, when cars are linked to form a train. The requirement is dangerous and unnecessary, the railroad claims in Pittsburgh Federal Court.
