Medicare Fraud Rolled Up, Feds Say

SAN DIEGO (CN) – Four people who ran a “storefront medical office” on El Cajon Boulevard in San Diego — including an 81-year-old woman — face a 17-count federal indictment accusing them of Medicare fraud. The two men and two women allegedly paid runners, or “cappers,” to bring in people for whom they would file false Medicare claims.     Stanley Garrido, 62, a physician’s assistant, is charged with ordering medically unnecessary procedures and falsely holding himself out as a doctor, the U.S. Attorney’s Office said.     Corazon Ferrer, 81, was the lead recruiter, who took money and kicked some back to the cappers, prosecutors said.     Karen Kagramanian, 52, and Daniel Baiandourian, 38, founded the bogus clinic and submitted the false claims to Medicare, according to the U.S. Attorney.     Kagramanian is from Glendale; the other three are from San Diego.     If convicted, all the defendants could be sentenced to more than 20 years in prison.
