WASHINGTON – The U.S. Department of Health and Human Services faces a federal complaint from 210 hospitals challenging the 0.2 percent reduction to the system that determines Medicare reimbursements, known as the operating inpatient prospective payment system or IPPS, which went into effect two years ago.
