BILLINGS, Mont. — The U.S. Forest Service’s plan to build a 3-mile trail — with bridge for hikers and cattle — will disrupt the natural balance of the area, negatively impact private property owners and violate the Endangered Species Act, according to property owners who sued Wednesday.
