SACRAMENTO — Two women sued Butte County (Calif.) and its former jail guard Timothy Hill, the jail’s May 2014 Officer of the Month, who was sentenced to 30 days in jail in October 2015 for committing sex crimes in the presence of a female inmate, in Federal Court.
