SAN FRANCISCO — A federal judge upheld the Department of Agriculture’s decision to allow the organic certification of food grown using hydroponic systems. Nothing in the Organic Foods Production Act of 1990 indicates that hydroponic methods for food production are inconsistent with an organic label.
