MINNEAPOLIS — A federal judge in Minneapolis declined to dismiss excessive-force claims against an off-duty police officer who put a bar patron in a chokehold, threw him to the ground and split his head open. The city may also be held liable due to evidence that it did not discipline officers accused of using excessive force.
