PHILADELPHIA — The U.S. government is not responsible for pollution cleanup costs at a former chromite ore processing plant in New Jersey, the Third Circuit ruled , finding its involvement at the plant during World War I and World War II did not make it an “operator” under the Comprehensive Environmental Response, Compensation, and Liability Act.
