SACRAMENTO, Calif. — A California appellate court on Friday reversed a decision that said the state’s management plan for the Sacramento-San Joaquin River Delta to include legwally enforceable regulations, ruling that the Legislature gave Delta Council “broad power” to adopt regulations “as needed.”
