Split liability

HOUSTON — A Texas federal judge found that the owner of a pair of tugboats and the owner of a drillboat must split the cost of a settlement with the University of Texas, whose research pier was damaged by the vessels after they were unmoored and buffeted by Hurricane Harvey, fifty-fifty. The drillboat owner is additionally liable for certain damages suffered by the tugboats’ owner and others.
