Tailing drugs

PHILADELPHIA — The Third Circuit upheld a Pennsylvania federal court’s conviction of a man for gun possession and fentanyl possession with intent to distribute charges. He says police did not establish reasonable suspicion to justify extending a traffic stop so they could get drug-sniffing dogs there. But the cops already knew he had acquired xylazine, a sedative often used to cut narcotics, and watched him engage in countersurveillance measures to avoid being followed, so they had probable cause to make an arrest before the traffic stop even began.
