RIVERSIDE, Calif. — The Southern California city of Corona accuses Dow Chemical, Shell and others of allowing its water wells to become contaminated with the highly toxic 1,2,3-trichloropropane (TCP), likely from the application by farmers of the companies’ soil fumigants from the 1940s until the 1980s.
