A doctor claims he was told, incorrectly, that he had failed a clinical skills exam, costing him a year’s residency and forcing him to work that time as a nurse’s aide. He sued the Educational Commission for Foreign Medical Graduates; the National Board of Medical Examiners; and the Federation of State Medical Boards of the United States, in Philadelphia state court.
