BOSTON — The Massachusetts attorney general properly certified a petition proposing that employers must pay the full minimum wage to tipped employees, which would allow tip pooling for both tipped and untipped employees, ruled the state’s high court. Voters can fairly vote “yes” or “no” on the statement as it will appear in the petition.
