Village government surveilled Black homeowner?

CHICAGO — A Black homeowner and business owner may pursue his First Amendment retaliation, intentional infliction of emotional distress and conspiracy claims in Illinois federal court against a village and village officials stemming from an alleged yearslong campaign of harassment and selective code enforcement against him and his family. The homeowner sufficiently pleaded village officials repeatedly surveilled his property, issued citations and warnings for minor code violations and responded disproportionately to complaints about his home while ignoring similar conduct by white residents.
