Wisconsin voters must decide for themselves whether they qualify as “indefinitely confined,” the state’s Supreme Court ruled, finding that two county clerks improperly determined that an emergency order resulted in all voters meeting that status and removed the requirement of a valid photo ID to obtain an absentee ballot.
