MADISON, Wis. — Wisconsin voters must decide for themselves whether they qualify as “indefinitely confined,” the state’s Supreme Court ruled , finding that two county clerks improperly determined that an emergency order resulted in all voters meeting that status and removed the requirement of a valid photo ID to obtain an absentee ballot.
