SAN JUAN, Puerto Rico — “The federal government discriminates against Americans who live in Puerto Rico,” a federal judge said, ruling that Puerto Rican citizens are entitled to the same Supplemental Security Income, food stamps and Medicare Part D benefits that are offered to mainland Americans.
