Whose money?

SAN FRANCISCO — The Ninth Circuit found that neither the federal government nor a man with a history of robbing Las Vegas businesses is entitled to $63,513 seized from him in 2014 and 2017. The 2014 prosecution of the man failed because of prosecutorial misconduct “and the government apparently never thought to bring a civil forfeiture action” against him for either seizure.
